PROJECT III-34: Classic Center Parking Deck and Pedestrian Plaza

Referendum Statement: This project consists of a shared parking deck of approximately 450 spaces. Approximately 350 parking spaces would be funded by this project while the other approximate 100 spaces would be funded by the Athens Multimodal Transportation Center Project. In addition, it is proposed to include provisions for future retail space within the parking deck, a covered connector between the parking deck and the Classic Center, plazas, conveying systems such as elevators and others, and necessary renovations to Foundry Street portion of the Classic Center.

PROJECT CONCEPT:

This project is divided into several Elements and they are as follows:

  • 1A) Parking Deck - It is envisioned that this project will consist of a four floor parking deck accommodating approximately 450 automobiles. Approximately 100 of these parking spaces would be allocated to the Athens Multimodal Transportation Center (AMMTC), while the other approximate 350 would be allocated to the Classic Center.
    • Each entity would fund their pro rata share of cost based upon the Parking Space allocation. It is proposed that a shared use parking agreement be developed to allow maximum utilization of the Parking Deck during peak periods and special events.
    • The Parking Deck would be designed with multiple vehicle entrances / exits to minimize peak time congestion. It is envisioned that these would be located at East Broad Street, Foundry Street, and exiting behind the Foundry Street Warehouses to the improved Lane Street.
    • It is envisioned that the design of the Parking Deck would be compatible with the architecture of the Classic Center, Athens Banner Herald building, and the Warehouse District buildings such as the Foundry Street Warehouses.
    • The Parking Deck design, to the extent the project’s budget, land area and parking needs will allow, is envisioned to have the ability to provide future retail space within and/or adjacent to the Parking Deck.
    • To the extent feasible, and that the budget will allow, it is envisioned that the Parking Deck would be designed in a manner that would accommodate future expansion.
    • It is envisioned that the highest priority of this project is to design and construct the Parking Deck Element of this project.
  • 1B) Lane Street Connector Improvements - to the extent the project’s budget will allow, it is envisioned that this will include the design and construction of necessary roadway improvements to the existing Lane Street. These improvements will allow Lane Street to be utilized as a means of entrance / exit for the Parking Deck.
    • It is envisioned to include reworking of the roadway geometrics, providing new curb and gutter and asphalt paving.
    • It’s termini begin at the intersection of Lane Street and Foundry Street and end at the entrance / exit of the Parking Deck behind the Foundry Street Warehouses.
    • It is envisioned that the cost for these improvements will be split on a pro-rata basis between the Classic Center Parking Deck and Athens Multimodal Transportation Center Projects.
  • 2) Direct Covered Canopy Connection - to the extent the project’s budget will allow, this project is envisioned to design and construct a Covered Canopy connection between the Parking Deck and the East entrance to the Classic Center building.
    • It is envisioned to include vertical lift conveying systems to move patrons between these two facilities and be designed to be compatible with the architecture of the Classic Center and other similar adjacent structures.
  • 3) Pedestrian Plaza - to the extent the project’s budget will allow, it is envisioned that this will include the design and construction of an open-air plaza serving as a public gathering place on the same level as Foundry Street.
    • It is envisioned to also be an orientation device and provide a visual overview of the AMMTC and North Oconee River.
    • The plaza is envisioned to abut the Parking Deck to the south, a future pedestrian bridge linking to the AMMTC to the east, Foundry Street to the west, and the Foundry Street Warehouses to the north.
